India State Data Centre is a project mandated by the Indian government to provide the core infrastructure for the e-Governance initiatives of the National eGovernance Plan (NeGP). The plan proposes that each of the 28 states and seven union territories create a data center that consolidate services, applications and infrastructure to provide efficient electronic delivery of government-to-government (G2G), government-to-citizen (G2C) and government-to-business (G2B) services.

Each data center will consolidate a states' services, applications, and infrastructure on a common platform and delivers them over a wide area network (WAN). Each state is responsible for choosing a vendor to implement its data center and manage it for the next five years. Vendors are required to acquire ISO 20000 and ISO 27001 certifications and sustain them for the duration of the contract. States are required to have their data centers up and operational by March 2011.

The project faces a number of implementation challenges. For example, interoperability is a requirement within the data centers, but state departments use different technology platforms from different vendors. In addition, states must decide whether they will choose an existing site for their data center or build a new one. The Department of Information Technology (DIT) has provided 'Guidelines for Technical and Financial Support for Establishment of State Data Centre' which offers two options for establishing SDCs. Both options require steps that can cause delays. The are options are to:

    (a) let the State/Union Territories and National Informatics Centre (NIC) form a composite team for the State Data Centre and have the NIC team provides services for infrastructure upkeep, operations etc.;

    (b) leverage the capabilities of existing commercial Internet data centres.

The data centers are intended to provide a central data repository, secure data storage, online delivery of services, citizen information/services portal, state Intranet portal, disaster recovery, remote management and service integration. Once implemented, the data center must go through Final Acceptance Testing.
